To eliminate these unnecessary expenses, this recommendation scans all GCS buckets in your project and analyzes actual data-access patterns using Cloud Monitoring metrics. Based on the amount of time a bucket has remained idle, it recommends transitioning your data to a more cost-effective storage class:

90+ Days Idle: Transition to COLDLINE
